Puppy training 2.0?

I had a question up earlier and puppy pads were suggested, but now she just pees on papers and still NOT OUTSIDE. I haven’t found anything helpful online does anyone have a book or another option that could help me potty train and train her for basic behavior. Thanks so much.

whenever she pees pick her up and take her outside, scold her when she pees inside and praise her when she goes outside, she will learn eventually
